Sam O. Hirota
Sam O. Hirota was born in Hawaii and graduated from the University of Hawaii in 1935 with a degree in civil engineering. He worked for the City and County of Honolulu Public Works and Bureau of Plans, the Territory of Hawaii Highway Department, and as Deputy Director of Transportation for the State of Hawaii.
On May 1, 1963, Sam Hirota opened an office in Honolulu as a consulting civil engineer and surveyor. The firm grew rapidly, necessitating moves to larger and larger offices.
