Big Island Jet Center

The Big Island Jet Center (BIJC) FBO is currently under development at the south end of the Ellison Onizuka Kona International Airport (KOA) in Kailua-Kona, Hawaii. Big Island Jet Center is projected to be operational in November 2023 with the initial development of approximately 9.5 acres of private ramp/apron and a 50,000-gallon Jet fuel storage facility. This private ramp will more than double the general aviation ramp capacity at KOA. The Jet Center will eventually include a 7,500 square foot first-class executive terminal building slated for 2024 completion.

Sam O. Hirota, Inc. (SOH) is providing topographic surveying and mapping, planning, programming, and scheduling, and civil engineering consulting services for the project. The total area of SOH survey field work is approximately 39 acres. Portions of the survey will be within the Air Operations Area (AOA) requiring close coordination with airport personnel necessitated by controlled security access.

SOH civil engineering services include ongoing meetings and coordination with the BIJC team and many State agencies: the Department of Transportation-Airports (DOTA), Kona District to obtaining record drawings from DOTA; the Planning Department on requirements for SMA and Plan Approval process; the Department of Public Works on requirements related to grading and utility permitting; and the Department of Water Supply on requirements and availability of water. Planning, programming, and scheduling services include assisting with both on-site and offsite civil works, permitting requirements, and schedules. 

 

Civil work also includes potable water, fire system, sewer, drainage, site improvements, including roadways access, parking and accessible parking/access. SOH distinguishes itself by its experience and understanding of the various State and Federal agencies that become involved with any airport project. Compliance with not only DOTA but FAA and TSA agency rules and policies play an important part in cost/time savings, safety and environmental concerns, and any airport-related project's overall success.
